State Capitol Report   January 28, 2008

On January 9, 2008, I officially took my seat in the oldest elected assembly in the world, the Virginia General Assembly. During these opening days of my first Session, I am constantly reminded of the responsibility and confidence you have placed in me to represent you. I am humbled by your honoring me with that privilege. I will do my best to represent you with thoughtful consideration and a strong, effective voice.

On the Opening Day of the General Assembly Session, I held all 9th District citizens close in heart and mind as I attended the Annual Commonwealth Prayer Breakfast, welcomed guests at my office, and walked in the footsteps of historic public servants like Thomas Jefferson and Patrick Henry to the State Capitol to take my Oath of Office. The General Assembly reconvened in the evening for the Governor’s State of the Commonwealth Address, followed by a gracious reception at the Governor’s Mansion.

The following day, House Speaker Bill Howell announced committee assignments. I am pleased that mine align with many 9th District interests and areas in which I am knowledgeable through private and public service experience: Agriculture, Environment and Natural Resources; Cities, Towns & Counties; Militia, Police and Public Safety.

The House will address approximately 2000 bills this session. Dominate issues include dealing with the shortfall in revenue to fully fund the current 2008 budget; the 2009-2010 budget; reforming Mental Health Services with particular focus on problems revealed during the Virginia Tech tragedy; health care initiatives, illegal immigration, education, museums and the performing arts, energy, guns, and transportation.

I have filed several bills and co-patron others. One is a bill to deny bail to any illegal alien charged with a felony. Others include bills to provide incentives for distributed power generation from woody biomass, switch grass or other renewable sources; provide betterment loans for failing septic systems; support Regional Jail efforts for Franklin and Pittsylvania Counties; add home/school computers to the fall sales tax holiday; and endorse as Commonwealth policy the 25x25 initiative that would strive to provide 25% of our energy from renewable sources by 2025.

I am delighted with the flow of 9th District private citizens and representatives from organizations and agencies who journey to Richmond to consult with me and visit Capitol Square. I have been pleased to welcome representatives from our Chambers of Commerce, Farm Bureau, the Virginia Association of Personal Care Assistants, members of museum and performing arts groups, educators, and too many more to list in this limited space.

I must offer my sincere appreciation and thanks to family members, my campaign volunteers, individual families, and especially to Pittsylvania County’s Janet and Pat Meese for arranging for a busload of our citizens to attend my ceremonial Swearing-In. I still receive a thrill to recall the soul-stirring sound of Esther Huff, Lindsay Bowman and Brenda Bowman singing “The Star-Spangled Banner” at our reception. Thank you all for sharing your gifts, talents and presence with me.
